THE CONSTITUTION AND BY LAWS OF THE OSHAWA DISTRICT DART LEAGUE |

ARTICLE 1 – NAME AND CONSTITUTION
- This organization shall be known as “The Oshawa and District Dart League”.
- This document shall be known as “The constitution and By Laws” of this League.
ARTICLE 2 – OBJECTIVES
- To promote darts and sportsmanship.
- To promote a closer relationship between different Clubs and Associations.
ARTICLE 3 – MEMBERSHIP FEES – AFFILIATIONS
- Membership to this league will be granted to all persons, regardless of colour, race or creed.
- Fees of the league shall be determined by the executive and as may be needed and made payable to the Treasurer.
- That each player must be in good standing with the O.D.D.L. before being allowed to play in the league.
- That Captains are responsible for their team members and their fees and that said fees must be turned into the league treasurer no later than the start of league play.
ARTICLE 4 – DUTIES AND RESPONSIBILITIES
The President shall:
- Preside at all meetings except nominations and elections which will be under the direction of an election committee.
- Determine procedure and rules of order.
- Countersign all cheques.
- Sign minutes of previous meetings following their adoption by the membership.
- May not move or second a motion,
- May not vote except in the event of a tie.
- Must vacate the chair to speak on a motion.
- Call a special meeting when required.
The First Vice President shall:
- Take over all duties of the president in the event of his absence at any meeting.
- Shall fulfill any other duties that may be assigned.
- Act as chairman at all Executive Meetings.
- Bring forth all decisions and recommendations of the executive to the membership.
The Second Vice President shall:
- Look after the playoffs and chair dart tournaments.
- Shall fulfill any other duties that may be required.
The Secretary shall:
- Record the minutes of the meetings.
- Receive and answer all correspondence.
- Provide notification of all meetings.
- Send out all bulletins.
- Sign cheques in the absence of the President.
The Treasurer shall:
- Receive all monies and issue receipts.
- Issue and sign all cheques in payment of authorized expenditures.
- Prepare financial statements and make regular financial reports as required.
- Be responsible for the annual auditing of all financial records.
The Statistician shall:
- Make up schedules.
- Keep all records and scores of games.
- Publish monthly standings.
The Custodian shall:
- Be responsible for all trophies being collected and presented with suitable engraving at the end of each year.
The Entertainment Chairman shall:
- Arrange for the annual banquet.
- Arrange such other entertainment as may be authorized by the League.
The Rules Committee shall:
- Ensure the existence and distribution of the rules of play.
- Adjudicate any disputes concerning the rules of play and their application.
Other:
- The Executive Board shall hold regular meetings and such special meetings as may be required.
- Any officer missing three consecutive meetings without an acceptable reason shall be considered to have voluntarily resigned.
- Elected Officers will not be charged fees unless relieved of his duties before full term of office.
- Any officer not performing his duties to the satisfaction of the members of the league can be brought before the general membership meeting and if it is the will of the members at this meeting, he will be relieved of his duties and will be required to pay his full dues to the Treasurer for the season. Said officer shall be notified by the Secretary at least seven (7) days prior to the meeting that this matter will be handled at said meeting.
- Not withstanding the above: Any officer owing money to the league, engaging in illegal or disreputable conduct, may be removed from office by a majority vote of the elected executive.
ARTICLE 5 – POWER OF ADMINISTRATION
- The league shall be governed by its membership in the following manner:
- An Executive Committee composed of the President, 1st and 2nd Vice Presidents, Secretary, Treasurer, Statistician, Custodian, Entertainment Chairman, Rules Committee.
- The Executive shall have the power to distribute or use league funds as they deem necessary to ensure the continuation of the league.
- There shall be three signing officers on the league’s bank account. The signing officers shall be the President, the Secretary, and the Treasurer.
- There shall be 2 of 3 signatures on all cheques issued and one of those signatures must be the treasurer.
- The rules committee shall have the power to recommend changes to the “Rules of Play” and these rules will come into effect once approved by the majority of the Executive.
- In the event of an occurring vacant position the executive shall have the power to canvas the membership for any volunteers to fill said position. The appointee will be considered an officer of the league for the remainder of that term.
ARTICLE 6 – ELECTION OF OFFICERS AND NOMINATIONS
- In order to vote, members must be physically present at General Meetings.
- That there be bi-annual election of officers and that said Officers must be in good standing and have played at least one season in the O.D.D.L. before being eligible to stand for office. The term of office shall be two (2) years.
- Nominations for the Executive Committee shall be made from the floor of the meeting and seconded, and a simple majority shall be sufficient for election.
- An Officer at the expiration of his term shall deliver to his successor, all books, papers, and other such property he may have belonging to the league and shall not be relieved of the obligation until this has been completed. These books must be up to date.

RULES OF PLAY |

ITEM # 1 – RULES OF PLAY
All O.D.D.L. players must abide by the rules and regulations as set out by the House Committee of all clubs and associations that provide playing facilities for the O.D.D.L. and there will be no exceptions to this rule.
That all games be played on a standard dart board with a black “20” made of bristle or the latest equivalent, numbered 1 to 20 with center twenty five and fifty (bull) doubles and triples.
Dimensions of the board shall be:
Fifty – ¼“ radius
Twenty five – 5/8” radius
Nearest treble wire to the center – 3 ¾”
Outside wire, extent of playing area 6 5/8”
- That the board be 5’ 8” from the floor to the center of the bull and the minimum throwing distance shall be 7’ 9 3/4” in a plumb line from the face of the board then measured out and the toe line clearly marked.
- That all toe lines to be not less than one inch wide by three feet long.
- Games will be played as per the schedule issued by the statistician. IF A GAME IS TO BE RE SCHEDULED IT MUST BE PLAYED WITHIN THE FIRST HALF OF THE SCHEDULE (BEFORE MID-SEASON). IF IT OCCURS IN THE SECOND HALF IT MUST BE PLAYED AT LEAST TWO WEEKS BEFORE LAST GAMES OF SEASON. ALL EFFORT SHOULD BE MADE TO PLAY THESE GAMES AT THE ORIGINALLY SCHEDULED CLUB.THE SATISTICIAN MUST BE NOTIFIED WHEN GAMES ARE CANCELLED AND RESCHEDULED. A PENALTY OF THREE (3) POINTS WILL BE ASSESSED TO OFFENDING TEAM NOT FOLLOWING THIS PROCEDURE. NO PERSONAL POINTS WILL BE AWARDED TO OFFENDING TEAM.
Any discrepancies evolving from situations where matches have not been played will be reviewed by the executive and decisions will be binding.
- That the playing area and the board be well lighted.
- Starting time of all league games will be within one half an hour of 2:00 PM on the scheduled day of play.
- That each team shall have no less than five (5) and no more than eight (8) players registered.
ITEM # 2 – SCORING
One team point will be awarded for every singles match and team game won to a maximum of eleven (11) points for each scheduled series. That the points to be awarded for the most valuable player trophy and the singles trophies and be awarded in the following manner:
Each double out 5 points
High 3 dart score of 95 to 100 1 point
High 3 dart score of 101 to 120 2 points
High 3 dart score of 121 to 140 3 points
High 3 dart score of 141 to 160 4 points
High 3 dart score of 161 to 170 5 points
High 3 dart score of 171 to 180 10 points
Individual baseball 9 innings 15 to 19 1 point
Individual baseball 9 innings 20 to 24 2 points
Individual baseball 9 innings 25 to 29 3 points
Individual baseball 9 innings 30 to 34 4 points
Individual baseball 9 innings 35 to 39 5 points
Individual baseball 9 innings 40 to 44 6 points
Individual baseball 9 innings 45 to 49 7 points
Individual baseball one inning scoring 5 1 point
Individual baseball one inning scoring 6 2 points
Individual baseball one inning scoring 7 3 points
Individual baseball one inning scoring 8 5 points
Individual baseball one inning scoring 9 10 points
No personal points are awarded for double ins but all double ins will count toward the trophy for most double ins.
Score sheets – 2 each game – 1 by each team. Home team captains are responsible for turning in the score sheet to the statistician. The visiting team captain retains his copy as a back up copy.Any team not turning in their sheet WITHIN ONE (1) WEEK will forfeit two(2) points from their team total FOR EVERY WEEK THEY ARE LATE.
ITEM # 3 – STANDARD LEAGUE PLAY
- Each Match will consist of 11 games as follows:
Game 1 – Baseball – 5 men per team to play.
Games 2 to 5 – 5 team games of 601, double in, double out.
Games 6 to 11 – Single games of best 2 out of 3, double in, double out.401
Any change in playing format shall be agreed upon by both captains.
“A” division will play two games of cricket, for a total of 13 games
- Home team shall write their line up with baseball order showing first and all other players below. Singles order shall be marked by placing numbers 1 through 5 at the left side of the sheet. Visiting team then matches players.
- Home team bulls first in all single games, winner starts.
- Home team bulls first in baseball to decide choice of order.
- Home team bulls first in 1st and last team games. Alternate all others.
- Home team should chalk all games where necessary.
No player shall be eligible for playoffs unless he has played at least 3 league matches.
ITEM # 4 – USE OF A DUMMY PLAYER
- A match can be played with a minimum of 3 players only, utilizing a dummy score for the fourth and/or fifth player. In singles play, the dummy loses the game point and the offending player may select any player of the opposing team to play for personal points.
- In baseball, the dummy receives a token score of 9 points.
- Where a dummy is found necessary his position in the team line-up must be declared prior to the game starting. The team declaring the use of a dummy score shall forfeit throw for double in and double out. Dummy score of twenty five will only be used after double in and not after 50 (inclusive) and under.
ITEM # 5 – PLAYOFFS
- A round robin will be played in each division separately.
- All team playoff games to consist of 2 games of 601 double in, double out. Round Robin. Five person teams. Dummy rules apply.Top 3 teams in each division advance. In event of tie, all tied teams in each division will play one game 601 double in, double out, first to double out will advance. First to shoot decided by bull. Advanced rounds will be best 2 of 3 601 double in, double out. Winner of bull starts first game, loser of bull starts second game.
- Team finishing first in each division will receive a bye to the finals.Second and third place team play 2 of three 601 double in,double out.Winner to advance.
- Flip a coin for the team to shoot first for the bull.
- All single playoff games will be round robin,2 games 401, double in, double out.
- Winner of bull starts first game, loser starts second. Top 2 players in each division advance.
- In event of tie all tied players in each division will play one game 401 double in,double out. First to double out will be declared the winner.First to shoot decided by bull.
- Advance rounds will be best 2 of 3 knock out 401 double
- In,double out.Winner of bull starts first game,loser of bull starts second game.
- All double playoff games will be round robin, 2 games 501, double in, double out.Winner of bull starts first game. Loser starts second.Top 2 teams in each division advance.in event of a tie,all tied teams in each division will play one game 501, double in ,double out. First to double out will be declared the winner.First to shoot decided by bull.
- All ties will play the same format. The top point team will be declared the winner.
- In the case of a no show or a team leaving before the playoffs are concluded and they have not played all of their required matches, no points will be awarded to any team pertaining to departing teams wins or losses.
